I am a USCG licensed captain, and an instructor at a number of maritime schools in the Seattle area.
It's the Olympic mountains in the background, Puget Sound in the foreground, and Kitsap peninsula in between, seen from West Seattle. I didn't take the photo, but it's basically the view out my front door.
I assume that's Seattle? The Pacific Northwest is so beautiful!
